The propaganda department of the State Council, the highest executive authority in China, has published a document entitled “Governance of Xizang in the New Era.” Although the term “Tibetan” is used to refer to the region's population and geographical features, such as the Tibetan Plateau, the term “Xizang” is used to refer to the region's official name.
